If the reasons that your sister is giving for keeping you away from your mother are not appropriate, guardianship might be the proper recourse. By having your mother declared incapacitated you would have a guardian appointed over your mother who could make her social decisions for her. However, as a premise to that you would have to be confident your mother is not able to make her own decisions.
